BRIEF GUIDE TO LANZHOU HIGH & NEW TECH DEVELOPMENT ZONE
Lanzhou High & New Tech Development Zone (LHNTDZ) is one of the first high and new technology development zones at state level approved by the State Council in March 1991. The whole area covers 29.18 sq. Km including the area enjoying preferential policies in total of 4.7 sq. Km and the newly-opened area in 5.48 sq. Km.
At present, the land developed within the newly-opened area stretches to 1.59 sq. Km with an area of 67.97 sq.m already constructed. There has been invested 2.319 billion Yuan RMB for its capital construction. With the investment, the following infrastructure facilities are completed: 6.14 km newly-built roads, conditions for supplying water, heating and electricity, communications, setup of road lamps, 30,000 sq.m of industrial workshops for general use and the No. 1 building in 8,400 sq.m at the university science and technology park. 171 million Yuan RMB invested for building the Lanzhou Yintan Bridge on the Yellow River is now completed. Besides, some other key projects have also quickened their construction. They are:
The No.2 Lanzhou Telecommunications Hub with an investment of 568 million Yuan;
The Provincial Radio & Television Center with 175 million Yuan invested; and
The Education & Training Center of Gansu Provincial Bureau of Electricity Supply with an investment of 110 million Yuan.
There are 501 enterprises set up in LHNTDZ, including 260 high and new tech ones and 47 foreign-funded ones. The industrial structure has taken shape with advanced and new tech industries as its mainstay and integration of various economic components including state-owned enterprises, collective, private and foreign-funded ones. A developing tend has also formulated with such pillar industries expressed as refined chemistry, bio-technology, new hospitals, energy saving and environmental protection and IT.
The following economic goals had been realized by LHNTDZ by the end of 1999:

The development zone had also taken up 28 projects set in China's
¨”Torch Plan¨•Program and 45 projects in the provincial "Torch Plan " Program.
In 1999, LHNTDZ fulfilled 2.802 million Yuan in its overall income from technology, industries and trade with annual increase of 36.5% compared with the previous year, and the tax income achieved for 111.7 million Yuan with 16.7% rising than the year of 1998. The annual foreign exchange earned from export reached to $5.296 million USD. Some back-bone enterprises in advanced and new technological domains were founded and put into operation successively. For example, the Langang Petro-Chemical Co., Weixin Pharmaceutical Plant, Qizheng Tibetan Medicine Co., Lianchuang Systematic Integration Co., Wanwei Multi-Media Co. and Tianxing Rare-Earth Appliance Co. They have demonstrated the great vitality of the high and new tech industries, which have become a new focus in the city's economic growth.
